Barney Frank Pushing New Bill: System Protection Act of 2008

Barney Frank (D-Mass) continues to fight for the rights of online poker players in the United States. On Thursday the chairman of the House Committee on Financial Services introduced the Payments System Protection Act of 2008.
The goal of the new act is to provide a formal process by which the Department of the Treasury and Federal Reserve System would be able to accurately define which forms of online gambling are illegal. The bill would exclude poker, among other forms of online wagering, from the Unlawful Internet Gambling Enforcement Act (UIGEA).
If approved, the bill would require federal regulators to appoint a special judge to define which online gambling activities were illegal and perform economic studies to fully understand the costs associated with complying.
Frank, alongside Ron Paul (R-Texas) introduced the first version of this bill earlier this year. H.R. 5767 was written to prevent the U.S. government from developing any regulations in association with UIGEA. That bill was defeated.
